Penguatan Partisipasi Masyarakat Pesisir dalam Pengawasan Penyelundupan Narkotika Melalui Jalur Laut

Abstract
Indonesia menghadapi tantangan serius dalam pengawasan jalur laut sebagai pintu masuk utama penyelundupan narkotika internasional, dengan sekitar 80% kasus penyelundupan terjadi melalui wilayah perairan laut. Tingginya tingkat penyelundupan ini diperparah oleh lemahnya kapasitas pengawasan laut dan rendahnya partisipasi aktif masyarakat pesisir yang secara geografis dan sosial merupakan ujung tombak wilayah pengawasan. Makalah ini menggunakan pendekatan studi kepustakaan dengan metode analisis deskriptif untuk mengidentifikasi akar permasalahan, merumuskan alternatif kebijakan, dan memberikan rekomendasi strategis yang dapat diimplementasikan. Hasil analisis menunjukkan bahwa pemberdayaan sosial masyarakat pesisir sebagai pilar pengawasan berbasis komunitas memiliki potensi terbesar untuk memperkuat efektivitas pengawasan, meningkatkan partisipasi masyarakat, serta menyediakan solusi yang efisien dan berkelanjutan untuk mencegah penyelundupan narkotika. Rekomendasi utama mencakup program pemberdayaan sosial masyarakat pesisir sebagai arah kebijakan perencanaan strategis dan penyusunan pedoman nasional yang mengatur tugas, wewenang, dan koordinasi antar instansi dalam pelaksanaan pemberdayaan sosial masyarakat pesisir sebagai pilar pengawasan kejahatan narkotika yang melalui jalur laut. Diharapkan dengan sinergi multi-institusi dan pemberdayaan masyarakat, pengawasan jalur laut dapat lebih optimal dan berkelanjutan, sekaligus meningkatkan kesejahteraan dan kesadaran preventif masyarakat pesisir terhadap tindak kejahatan penyelundupan narkotika.
