Este estudo objetiva analisar os avanços e retrocessos nas políticas de formação de professores/as no Brasil a partir das Resoluções homologadas pelo Conselho Nacional de Educação (CNE) que instituíram Diretrizes Curriculares Nacionais para a Formação de Professores da Educação Básica em diferentes contextos históricos e políticos. Utilizou-se uma metodologia de abordagem qualitativa, com procedimentos de pesquisa bibliográfica e documental. As fontes documentais compreendem a Resolução CNE/CP nº 1/2002; a Resolução CNE/CP nº 02/2015; a Resolução CNE/CP nº 02/2019, a Resolução CNE/CP nº 01/2020 e por fim, a Resolução CNE/CP nº 4/2024. Fundamenta-se o estudo em autores(as) como Hypolito (2019); Bazzo e Scheibe (2019); Laval (2019); Freitas (2021) e Minto (2023). A formação de professores/as configurou-se no Brasil permeada pela correlação de forças e por diferentes concepções. O contexto de agenda global para a educação fez com que a legislação educacional fosse alinhada à racionalidade neoliberal e à pedagogia das habilidades e competências. A formação docente pode ser estratégica para implementar as políticas neoliberais, ao representar um importante instrumento de internalização discursiva e convencimento, fomentando o controle e padronização do trabalho docente. Neste ínterim, ganha força a ideologia da educação e formação de professores/as com base em evidências, replicando o discurso dos organismos multilaterais, como o Banco Mundial e a OCDE. Programas meritocráticos de gratificação com base em resultados em teste de larga escala complementam as estratégias, que responsabilizam e culpabilizam os docentes, potencializando, não sem contradições e resistências, o controle sobre o magistério e fragilizando a possibilidade de uma gestão democrática e uma educação de qualidade socialmente referenciada. Essas políticas, que não colaboram para a melhoria da qualidade educacional e para a valorização dos profissionais de educação, ajudam ainda, a disseminar as parcerias público-privadas.
