Usaha Mikro, Kecil, dan Menengah (UMKM) merupakan pilar strategis pembangunan ekonomi lokal dan nasional, terutama dalam mewujudkan visi Indonesia Emas 2045. Kabupaten Sidoarjo sebagai daerah penyangga ekonomi di Jawa Timur memiliki potensi besar dalam pengembangan UMKM. Makalah ini bertujuan untuk menelaah berbagai kebijakan yang telah diterbitkan oleh pemerintah pusat dan daerah dalam rangka pemberdayaan UMKM di Sidoarjo. Metode makalah ini menggunakan pendekatan literatur kebijakan berbasis dokumen resmi, mencakup Peraturan Bupati, Peraturan Daerah, Peraturan Menteri, Undang-Undang, hingga Peraturan Presiden. Hasil telaah menunjukkan bahwa terdapat sejumlah regulasi yang mendukung ekosistem UMKM di Sidoarjo, antara lain dalam aspek akses permodalan, pendampingan usaha, digitalisasi, penataan usaha informal, hingga pemberdayaan usaha perempuan. Namun demikian, implementasi kebijakan belum sepenuhnya terintegrasi secara lintas sektor dan berorientasi jangka panjang. Simpulan dari studi ini menekankan pentingnya harmonisasi kebijakan pusat-daerah, penguatan kelembagaan, serta inovasi kebijakan berbasis data untuk mendukung akselerasi transformasi UMKM menuju Indonesia Emas 2045.
