Abstract
Kajian ini menganalisis peran website pemerintah daerah sebagai media pelayanan informasi publik di Kabupaten Merauke dengan menggunakan teori kualitas website Alvaro Rocha. Penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara terhadap enam informan kunci dan observasi langsung terhadap website portal.merauke.go.id. Hasil penelitian menunjukkan bahwa website telah berfungsi optimal sebagai media informasi satu arah dengan kualitas konten yang akurat dan lengkap, namun belum efektif sebagai media interaktif. Temuan utama mengungkap tiga tantangan kritis: (1) ketidakkonsistenan dalam pemutakhiran data dasar, (2) belum berkembangnya mekanisme umpan balik yang efektif, dan (3) kualitas teknis yang rendah khususnya pada akses mobile dengan skor PageSpeed Insight hanya 42%. Kajian ini memberikan kontribusi praktis berupa rekomendasi spesifik untuk peningkatan kualitas teknis, penguatan sistem manajemen konten, dan pengembangan mekanisme partisipasi publik. Secara teoritis, penelitian ini mengkonfirmasi relevansi model tiga dimensi Alvaro Rocha dalam konteks e-government daerah dan menyoroti aspek teknis-performa sebagai faktor kritis penentu keberhasilan di daerah dengan karakteristik geografis khusus.
