Abstract
À partir d’une démarche inductive nous cherchions à cerner les motivations des habitants de barres HLM qui jettent des déchets par la fenêtre, du terrain a émergé une même expérience sociale formulée en termes de « sentiment d’abandon ». Cet énoncé s’est avéré omniprésent dans les cités HLM, mais peu analysé par la recherche socio-urbaine. D’où nous proposons une définition et une analyse, susceptibles de rendre compte d’un cumul de situations d’exception que vivent les habitants des grands ensembles. Ce fait social met en exergue, la persistance de situations supposées inacceptables dans le reste de la France. Cette condition indésirable semble découler de l’attrition de la participation civique des habitants des quartiers populaires. Dès lors, leur aspiration à une vie « normale » est « démocratiquement » inaudible, dans un espace public introuvable et un ordre social menacé. Pourtant, ces conflits sont aussi le signe d’un désir de faire société.
