Abstract
Le présent article analyse trois « âges » des politiques éducatives québécoises portant sur l’égalité des chances. Âge 1 : démocratisation de l’école et de la société par l’école ; âge 2 : décentralisation, mise en concurrence, accountability : vers une normalisation des parcours pour la réussite du plus grand nombre ; âge 3 : équité, diversité, inclusion et singularité. Inspiré d’une approche cognitive de l’action publique, cet article rapporte les politiques éducatives propres à chacun de ces « âges » en montrant leurs liens avec des logiques macrosociétales ou des référentiels globaux qui cadrent les politiques éducatives sectorielles, et avec les configurations d’acteurs sociaux et éducatifs qui portent ces politiques. Dans une démarche de synthèse sociohistorique, l’article soutient qu’un sentier de dépendance de nature statocentriste assure une continuité d’un âge à l’autre et que le pluralisme institutionnel, caractéristique du champ éducatif québécois, porte des éléments de rupture, subvertissant le référentiel dominant et induisant le passage d’un âge à l’autre 12 .
