Abstract
오늘날 정보는 국가안보에 필수 불가결한 요건인 만큼 대부분 주권국가는 국가정보기관을 운영하고 있다. 정보기관들은 다양한 형태를 보여주고 있지만 영연방 국가 정보기관은 공통적인 특징을 보여주고 있다. 본 연구는 영국·호주·3개 국가 정보기관의 조직·활동 및 통제 방식을 관통하는 원칙과 방향성을 살펴보고 시사점을 모색해보는데 목적이 있다. 이 들 3개 국가 정보기관을 연구 대상으로 선정한 이유는 정보연구의 외연 확대, 모범적인 정보활동, 정치적 독립성, 정보협의체 구축, 정보통제 등 여러면에서 시사점을 제공해줄 수 있기 때문이다. 이들 정보기관은 국내외 정보 분리형 정보기관을 운영하고 있으며, 국내외 정보활동이 균형을 이루는 가운데 정보공유와 분석이 큰 비중을 차지하고 있는 점이 특징으로 나타났 다. 이와 함께 분리형 정보체계의 단점을 보완하기 위해 국가정보협의체를 운영하고 시민 적 자유를 보호하기 위해 다층적이고 엄격한 정보통제기재를 갖추고 있다는 점을 확인하 였다. 국가정보 생산 시스템 구축, 실효적인 정보통제 시스템, 정보기관 이외 행정부 정보 역량 강화 등을 정책적 제언으로 제시할 것이다.
