Borders as Both Site and Method: Temporality, Proximity, Relatedness and Generative Social Value

Abstract
This paper frames borders as boundary conditions intended to differentiate between behaviors and practices that are sanctioned or denied. In this framing borders operate as mechanisms deployed to structure our relatedness to one another. The paper considers place and the affect of layers of time upon places, using an archaeological tool of temporal stratigraphy to consider how places contain and embody multiple temporal and jurisdictional layers of presence, actionable authority, obligation and differentiated solidarity. In contemporary times mechanisms of urban planning controls operate as codes and sanctions for the behaviors they legislate. Some examples from Australia in both urban and remote settings are discussed to demonstrate how Aboriginal responses to these imposed layers of order are navigated and resisted. The paper proposes that approaching decisions about borders and boundaries could more successfully proceed if we start from respecting the significance of place as the shared ground that facilitates our existence, and from there determining our obligations of proximal dwelling.
