Le nouveau code des marchs publics, issu du dcret du n 2004-15 du 7 janvier 2004, est entr en vigueur le 10 janvier 2004.Cette rforme, guide par les objectifs de simplification des procdures et de respect du droit communautaire, tend faire de l'acheteur public le garant des principes de transparence et d'gal accs la commande publique en assurant une mise en concurrence effective ds le premier euro.Cet ouvrage prsente successivement chacune des procdures de passation des marchs publics tout en mettant l'accent sur les problmatiques communes (formalits de publicit, dlais de mise en concurrence, documents de consultation, slection des candidatures, choix de l'offre conomiquement la plus avantageuse).Il constituera un guide prcieux pour aider les collectivits locales identifier leurs besoins et mettre en oeuvre la procdure de mise en concurrence adquate (appel d'offres, procdure drogatoire ou spcifique).
