Abstract
The paper is devoted to identifying the key areas for the implementation of digitalization in the coal industry and identifying the role of the government and business in its implementation. The primary focus is on the co-management of digital twin implementation processes. The authors identified private-corporate and state-owned models for the implementation of digital technologies. The first model is typical for developed countries (Australia, Great Britain, and Canada). The second one is typical of China. The nature of the value chains formed in the coal industry is the basis of the models.
