Abstract
¿Qué papel desempeña el Estado en países pequeños, altamente dependientes de las exportaciones y con un margen de maniobra limitado en los mercados internacionales? Este artículo contribuye a responder a esta pregunta mediante el análisis del caso de la industria cárnica uruguaya desde el último cuarto del siglo XIX hasta la actualidad. Se identifican tres generaciones de frigoríficos, moldeadas por cambios económicos, institucionales y tecnológicos, y se examina el papel del Estado y las limitaciones externas en cada etapa. El análisis adopta una perspectiva histórico-estructural y se basa en fuentes primarias y secundarias. Una visión a largo plazo permite identificar las reglas del juego impuestas desde el exterior y resalta una verdad obvia pero crucial: el margen de maniobra de los países pequeños y altamente dependientes de las exportaciones es limitado. No obstante, la investigación muestra que el Estado uruguayo jugó un papel activo al responder a las fluctuaciones del contexto internacional, lo que permitió mantener la continuidad del sector. La intervención estatal, sin embargo, no siempre condujo al desarrollo de ventajas competitivas dinámicas. Este trabajo contribuye al debate sobre el desarrollo y la acción estatal en países exportadores de productos primarios.
