Abstract
During the second half of 1931, hundreds of members of religious orders crossed the French border, fleeing the burning of convents that occurred in May and the newly established regime of the Second Spanish Republic. The moderate conservative French government of Pierre Laval was compelled to manage an unanticipated influx of Catholic exiles from across the country’s southern border. This article examines the migration policies implemented by the French executive within the broader context of the government’s complex relationship with the Catholic Church and its lack of a coherent framework for understanding the meaning of ‘refugee’ or for responding effectively to their arrival.
