Abstract
Public policy is a contested concept in political science.A review of the 20 most cited articles in the discipline over the past 10 years demonstrates that the concept of public policy may be interpreted, understood and employed in various ways, from something as specific as the pen stroke of a senior civil servant to something so broad as to encompass a field of knowledge that exists both within and outside the disciplinary boundaries of political science.To both grapple with this ambiguity and provide structure to the analysis, it is helpful to begin with a comprehensive contemporary definition.Public policy is "the sum total of government action, from signals of intent to the final outcomes" (Cairney, 2012, p. 5).This definition is both sufficiently broad to encompass the actions of policy implementers who may work outside of government in the private or non-profit sectors, and sufficiently specific to identify that public policy originates from the public sector through government action.
