Cyber-Attack Detection on Distance Relays for Parallel Transmission Lines in Digital Substations

Abstract
The protection of parallel transmission lines (PTLs) in substations involves various challenges, typically managed using IEC 61850 standard-based communication-assisted protection schemes. However, this standard is particularly vulnerable to cyber-attacks (CAs), introducing additional security risks. To address this issue, this paper first examines the impact of man-in-the-middle CAs on pilot-based distance protection for PTLs. Then, it presents a model of a CA targeting the Generic Object-Oriented Substation Event (GOOSE) protocol in the IEC 61850 standard. This step involves injecting spoofed GOOSE data frames into the substation communication network by exploiting protocol vulnerabilities. Finally, a novel cross-differential technique is proposed that compares the currents of corresponding phases in parallel lines. By integrating this technique with pilot-based distance protection, the proposed approach can effectively identify CAs on communication links. Simulation results confirm that this approach provides highly reliable protection for PTLs under diverse attack scenarios.
