Abstract
Abstract The chapter explores the juxtaposition between training for knowledgeable contribution to skilful productivity in the workforce and education for knowledgeable contribution to active global citizenship in society. Metrics imposed on universities in England require attention to be paid to such matters as securing a career position, post university programme. The metrics do not ask what other contributions graduates make to being a part of society which is seen, increasingly, on a global scale in terms of sustainable development. If as Giroux (2011, p. 172) suggests ‘critical pedagogy begins with the assumption that knowledge and power should always be subject to debate, held accountable, and critically engaged’, how can those who design curricula and teach in universities in England manage to prepare global citizenry while at the same time being governed, measured and ultimately controlled by narrowly defined metrics? This chapter studies the current debates about teacher education in English universities and implications for critical pedagogy in the higher education sector.

Full frame distilled prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one teacher head, not a consensus.
