Abstract
تقدم العلاقات الخارجية للوحدات الفيدرالية مثل إقليم كوردستان وكيبيك نافذة خاصة لفهم الطبيعة المتغيرة للدبلوماسية الدولية والحوكمة متعددة المستويات. رغم عمل الإقليمين ضمن أنظمة فيدرالية أكبر، العراق وكندا على التوالي، إلا أنهما طورا استراتيجيات مختلفة للمشاركة الخارجية تتناسب مع سياقاتهما التاريخية والسياسية والدستورية. تسلط هذه الدراسة المقارنة الضوء على الآليات القانونية والسياسية التي تتيح لهذه المناطق المشاركة خارج حدودها الوطنية. استطاع إقليم كوردستان، رغم سلطاته الدستورية المتنازع عليها وعدم الاستقرار الجيوسياسي، إنشاء مكاتب تمثيلية في الخارج وتطوير علاقاته بنشاط مع الحكومات الأجنبية والمنظمات الدولية ومجتمعات الشتات. في المقابل، أنشأت كيبيك، التي تعمل ضمن إطار أكثر استقراراً ومقنناً قانونياً، شبكة منظمة من المكاتب الدولية وأضفت الطابع المؤسسي على علاقاتها الخارجية من خلال وزارة العلاقات الدولية والفرانكوفونية. من خلال مقارنة هذين الإقليمين، تحدد هذه الدراسة المحركات الرئيسية والقيود ونتائج مشاركتهما الدولية. كما تساهم في فهم أوسع للدبلوماسية الموازية وتستكشف كيفية تأكيد الوحدات دون الوطنية لهويتها، وسعيها وراء المصالح الاقتصادية، وشق طريقها في السياسة العالمية ضمن قيود أطرها الوطنية.
