Abstract
In educational structures, citizenship learning has long been a central curricular and pedagogical objective. Throughout the 21st century, the term “global” is increasingly replacing the traditional “national” context for locating one’s citizenship. But the theoretical construction of global citizenship education (GCE) has largely been a Western project, with most of the international attention to this topic emanating from North America, Europe, and Oceania. To that end, conceptions of what constitutes a global citizen also derive from these regions, resulting in what Vandana Shiva refers to as “Worlding the West as World,” an extension of Walter Rodney’s assertion that “development” has historically followed European ideals not because it is the only or the best path, but because European power has been equated with Western superiority.
