Abstract
The chapter reviews the foundations of OECMs provided by the 2010 Aichi Target 11 on global conservation coverage (now superseded by the GBF Target3) and the 2018 CBD Decision 14/8. It examines the implications of Decision 14/8 for fishery-OECMs, in relation to the definition, identification criteria, common principles, equitable governance and effective management. It underlines the flexibility allowed in the implementation of fishery-OECMs, allowing case-by-case adaptation to local conditions but emphasizing that all key elements of the definition should be duly considered, and stressing the strong requirement for positive and sustained long-term biodiversity outcomes, while accounting for locally relevant social and economic values. It also provides background considerations on issues like complementarity, mainstreaming, integration, representativeness and connectivity which are important additional properties of OECMs.
