Abstract
In a lecture delivered to the Commonwealth Conference of Heads of Valuation Departments in September 1980 Mr Elmer Cronk (Assessor for New Brunswick-Canada) pointed out that in the early 1930s a critic of the property tax said: If any tax could have been eliminated by adverse criticism, the general property tax should have been eliminated long ago. One searches in vain for one of its friends to defend it intelligently. It is even difficult to find anyone who has given it careful study who can subsequently speak of its failure in temperate language. Should some prosecuting attorney drag the tax as a culprit before the bar of justice, he would be embarrassed by the abundance of expert evidence against it.
