Abstract
Si Michel Foucault a reconfiguré la notion de pouvoir en introduisant celle de gouvernementalité, les anthropologues ont montré combien ce concept permet de penser les formes contemporaines de régulation sociale au-delà de l’État. Émergente à partir du XVIIIe siècle, la gouvernementalité désigne une rationalité politique orientée vers la conduite des individus et des populations, par des dispositifs diffus d’intervention plutôt que par la contrainte directe. Imprégnée d’économie politique, elle vise à gérer et encadrer plutôt qu’à imposer. Plus récemment, la gouvernance, souvent présentée comme neutre et technique, réactive cette logique, mais en lui conférant une normativité implicite — celle d’une « bonne » manière de gouverner — là où Foucault en proposait une lecture critique et généalogique des formes de pouvoir.
