Abstract

Syria was designated a state sponsor of terrorism and has been exposed to US sanctions since 1979, and EU sanctions between 1986 and 1994. However, more significant sanctions influencing the policies of Syria were adopted in 2011 following Syria's violent clampdown on protestors and oppositional groups fighting the Syrian army. The US and EU sanctions on Syria are some of the most far-reaching sanctions regimes ever imposed, to which other international (Australia, Canada) and regional actors (Turkey, Arab League) have added. Supported militarily by Russia and Iran, the Syrian regime for a long while was able to muddle through and secure the survival of the regime without being seriously affected by the sanctions. However, in December 2024, the regime collapsed under pressure from oppositional forces and Bashar al-Assad left. The new regime was during 2025 met by a gradual lifting of the US and EU sanctions.
