Uninterrupted Internet Access: A Peer-to-Peer Alternative for Outage-Proof and Censorship-Resistant Communication

Abstract
The Internet has become a part and parcel of modern life, where many essential daily activities at the individual and communal level have been relegated. As such, local or national disruptions of Internet services cause severe distress in the national economy, society, and personal aspects. Henceforth, this paper identifies the Internet outage as a digital disaster. Broadly, Internet outage is caused by natural disasters, technical faults, or human-made reasons, with the last factor being the cause. Thus, Internet disruption has been identified as a cybersecurity threat in this paper which violates the resource availability of an authorized user. This paper surveys the alternatives for Internet outage resilience and proposes a hybrid solution considering both corporate and social perspectives. In addition, this paper proposes a social awareness framework aimed to prepare the individual to cope with Internet outage scenarios and minimizing the loss.
