Efektivitas Kebijakan Keluarga Berencana Dalam Mengoptimalkan Peran Pria di Indonesia

Abstract
Hasil Pendataan Keluarga Tahun 2024 menunjukan penggunaan kontrasepsi modern belum mencapai target 63,4 persen dalam periode 2020-2024. Salah satu penyebab target tidak tercapai, adalah masih rendahnya tingkat partisipasi pria dalam Keluarga Berencana (KB), yaitu hanya sebesar 3,4 persen. Partisipasi pria dalam KB di Indonesia belum optimal karena rendahnya tingkat pemahaman tentang metode kontrasepsi pria dan stigma negatif terhadap KB bagi pria dimasyarakat. Penelitian bertujuan mengidentifikasi fokus strategis dan kebijakan spesifik yang memperkuat inklusif pria dan kesetaraan gender dalam program KB, serta menyusun rekomendasi kebijakan komprehensif guna mendukung terwujudnya peningkatan partisipasi pria dalam KB. Pendekatan kualitatif dengan studi kasus digunakan untuk mengeksplorasi faktor-faktor terhadap partisipasi pria dalam KB dan identifikasi kebutuhan informasi dan pengumpulan bahan referensi berbagai sumber yang relevan, serta metode penilaian skoring 1-3 oleh pemangku kepentingan di lingkungan Kementerian Kependudukan dan Pembangunan Keluarga (Kemendukbangga)/BKKBN dengan kriteria efektivitas, efisiensi, kelayakan implementasi, serta dampak jangka panjang. Penelitian menghasilkan alternatif kebijakan menerapkan perencanaan dan penganggaran berbasis kewilayahan serta segmentasi yang lebih tepat sasaran dalam meningkatkan partisipasi pria dalam KB. Dengan demikian, penguatan pencapaiaan KB pria memerlukan penerapan perencanaan dan penganggaran berbasis kewilayahan dan segmentasi sasaran yang dituangkan dalam dokumen perencanaan dan penganggaran baik tingkat pusat maupun daerah, serta kolaborasi dan sinergisitas intervensi kebijakan program KB antara pusat dan daerah.
