Depuis les années 2000, le rôle des municipalités québécoises a considérablement évolué. Le gouvernement provincial leur a confié davantage de responsabilités, notamment en matière de développement territorial, de lutte contre la pauvreté et d’adaptation aux changements climatiques. Cette reconnaissance s’est concrétisée en 2017 avec leur désignation officielle de « gouvernements de proximité ». Cette évolution reflète une tendance mondiale, observée aussi bien au Canada, qu’aux États-Unis et en Europe, où les élus municipaux voient leur rôle se professionnaliser, s’éloignant du modèle traditionnel du « gifted amateur ». La professionnalisation des élus municipaux pose, au moins de façon implicite, des questions sur leur rapport à l’apprentissage. Toutefois, cette transformation varie selon les contextes. Dans les municipalités de moins de 5000 habitants, qui représentent 83% des municipalités québécoises, les élus exercent souvent leur mandat avec des ressources restreintes, ce qui influence leur façon de travailler. Or, peu d’études ont exploré ces petites municipalités. Le présent article vise à combler cette lacune en analysant comment ces élus apprennent et quelles sont leurs principales sources d’information. Il s’agit de mieux comprendre si le modèle du gifted amateur y reste dominant ou s’il se transforme sous l’effet des nouvelles responsabilités et exigences du rôle municipal.
