Abstract
Với xu hướng thế giới đang thay đổi mạnh theo công nghệ 4.0 thì tất cả các nước phải có sự thay đổi mạnh mẽ trong các lĩnh vực. Trong đó các nước đang phát triển thành phố thông minh như Mỹ, Úc, Canada, Nhật, Singapore, các nước châu Âu,…Khái niệm thành phố thông minh đang được nghiên cứu phổ biến, với nhiều công nghệ và dự án được hoàn thành.Tuy vậy, các giải pháp này thường được nêu ra trong bối cảnh công nghiệp hoặc học thuật, và hiếm khi đề cập đến việc triển khai thực tế. Bài báo này ứng dụng một phương pháp triển khai các giải pháp thông minh từ nông thôn đến thành thị. Cách tiếp cận này, dựa trên một dự án thực tế thành công, đã thiết lập một cách tiếp cận đổi mới tại Thành phố Hồ Chí Minh, Việt Nam. Ngoài việc giải quyết các dự án thông minh thực tiễn, phương pháp này còn nhằm mục tiêu giáo dục người dân, đại diện chính trị và công chức nhà nước. Trọng tâm của phương pháp này là việc hình thành một nhóm chuyên gia chuyên biệt có khả năng tích hợp kiến thức và phương pháp thông minh trong tất cả các lĩnh vực đô thị. Chiến lược triển khai là kết hợp các khía cạnh tổ chức và công nghệ của các dự án thông minh, tích hợp chúng thành một tổng thể thống nhất tạo ra hiệu ứng cộng hưởng.
