Abstract
Thunder Bay Public Library (TBPL), located in the city of Thunder Bay, on Lake Superior in northwestern Ontario, Canada, experienced a radical transformation between 2012 and 2022. This transformation was prompted by changes in the material conditions of the white and Indigenous communities in Thunder Bay, which was named as ‘the race hate capital of Canada.' TBPL responded to the Truth and Reconciliation Commission Calls to Action, the Inquiry into the Deaths of Seven Indigenous Youths in Thunder Bay and Broken Trust, a report on institutional racism at Thunder Bay Police Service, by initiating a programme of anti-racism training and cultural competence development, which formed the basis of its decolonization strategy. This strategy led, in turn, to changes in the service and staffing structures, including the recruitment of Indigenous librarians; policies and systems; and the organizational culture at TBPL.
