Abstract
Non-emergency civic services (NECSs), including utilities, waste management, and public transportation, play a crucial role in the daily functioning of modern cities. Technologies have been extensively explored to enhance the efficiency of these services. This brief paper introduces a system framework for managing NECSs, incorporating digital twinning (DT) and crowdsourcing. The integration of DT enables citizens to discover, report, and monitor various civic issues in real time. Supported by a mobile app, crowdsourcing engages citizens in co-creating NECSs through microtasks. The proposed framework not only boosts civic engagement and expedites issue resolution but also prompts further exploration in areas such as applicable NECS domains, incentive models, supporting technologies, and app design for seamless implementation and integration.
