The Need for Genuine Housing: A Chronically Unhoused Person’s Perspective

Abstract
Whether a person experiencing homelessness (PEH) lives in currently existing shelters or outdoors, the experience of being unhoused in Canada can involve physical, psychological and emotional damage, caused by sensory overload, sleep deprivation, harassment, and other factors. Currently existing non-private shelters cannot meet the basic physiological needs of many PEH, and can unintentionally obstruct them from maintaining employment. This means that many PEH effectively have no path to genuine housing. Both shelters and supportive housing arrangements commonly offer shelter or housing on the implicit or explicit condition that clients comply with psychiatric or addiction referrals, and such requirements do not reflect the reality that not all PEH are mentally ill or substance users. In this article, I offer a definition of genuine housing. I argue that Canada’s social assistance systems should transition to the use of single-occupancy shelters and/or affordable apartment buildings, and that social work to the unhoused should be re-oriented toward social justice, de-emphasizing explicit and implicit conditionality and compliance.
