Abstract
Abstract In 2018, the federal government launched Opportunity for All, Canada’s first national poverty reduction strategy. By naming the Market Basket Measure (MBM) as the official poverty line and setting ambitious reduction targets, the plan marked a turning point in Canada’s long history of poverty measurement and policy experimentation. This chapter reviews how poverty is measured in Canada, contrasts the MBM with other leading measures, and traces national and regional trends since the 1970s. It highlights the decisive role of federal income transfers—most notably pensions, the Canada Child Benefit, and pandemic supports—in reducing poverty, while underscoring persistent disparities for Indigenous peoples, racialized groups, single adults, and women. The chapter concludes by asking whether Opportunity for All can sustain momentum to 2030 and what further innovations are required to address enduring structural gaps.
