Cultural Programs and the Impact of NGOs on Poor Communities in India

Abstract
Abstract Seen through the lens of a dance performance occurring with young people from an urban slum community, this chapter reviews how international/non-governmental organizations (I/NGOs) and community-based organizations (CBOs) shape the lives of girls and female youth in the bustees (urban slums) of Kolkata, West Bengal, India. An analysis of the dance performance tells the story of the NGO-ization of urban poor communities in India. I explore how the everyday lives of young people—their aspirations, their identity politics, and their gender subjectivities—are being shaped by NGO youth programs. I show how many adult-centered organizations use the language of children’s rights to move forward their own organizational agendas, often resulting in the tokenization of bustee youth. Rather than be victims of adult processes, I describe how young people pick and choose ways to be involved in sponsored cultural dance activities, and how they maintain their agency despite being entangled in deeply rooted neocolonial relationships among poor communities, the local elite, and the Global North.
