In recent years, governments around the world have developed written agreements, commonly known as “compacts”. with community and voluntary sector organizations that specify the rules of engagement for a wide array of collaborations and relationships. This review examines the history of compact development in a number of countries and in process appears to have faltered. The conclusion to this paper is presented as an analysis of lessons supranational entities. Particular emphasis is given to compacts in England, where they appear to have been most successful, and Canada, where a widely-touted compact learnt and speculation about future compact development.
