Abstract
Thirty towns and cities in the UK entered the 2003 Town Centre Environment Awards, a competition run by BCSC (British Council of Shopping Centres). Staines was the overall winner, with Blackburn's Cathedral Quarter taking the design award and Middlesbrough's Corporation Street receiving a commendation for design. The improvements to the town centre in Staines are described with reference to planning by Spelthorne Borough Council, compulsory purchase orders, road widening, pedestrianisation, new bus lanes, crossings with high pedestrian priority, parks and gardens, widespread use of natural materials, and the creation of the Two Rivers Centre. In Blackburn, the creation of a new orbital route around the centre allowed pedestrianisation around the Cathedral. Bronze statues and seating were introduced. In Middlesbrough, Corporation Street West and Newport Road were pedestrianised and traffic diverted onto other routes. The scheme balanced the needs of pedestrians, motorists, bus operators and local businesses to create a new urban focal point.
