Abstract
This paper examines the development of a comprehensive Cycling Master Plan for the City of Toronto to be implemented over a 10-year time frame at an estimated cost of $70 million. The Plan intends to double the number of bicycle trips made in Toronto by 2011, while reducing the number of bicycle collisions and injuries. The extensive City staff and public consultation process used to engage stakeholders is highlighted, and key components of the Plan are identified. Results are also presented of a public attitude survey that was used to develop the Plan and identify investment priorities with regard to both infrastructure and cycling supportive programming.
