Abstract
On 31st August 2005, Cyclone Katrina caused torrential rain to fall on Quebec, Canada, causing road failures in the North Coast Territory. Emergency measures were implemented to ensure the safety of people and the transportation of essential goods. A second ferry linking Matane and Baie-Comeau was added and the frequency of crossings increased. Teams worked 24 hours a day to re-establish the road network. The repair work to the road and the emergency measures cost Canadian $23 million. The logistical management of the emergency using the National Civil Security Plan is outlined. The Ministry for Public Security was responsible for transport and for restoring the normal operation of the transport network. The Ministry requested assistance from the Quebec Ferry Society and the Government Air Service. There were constant interactions between other ministries and organizations involved in the event. The reconstruction phase has now begun.
