Abstract
This article highlights the impact of the tragic events of September 11, 2001, on the land-based transportation of goods across the borders between the U.S. and its 2 largest trading partners, Canada and Mexico. Additionally, the article provides an introductory analysis of a tri-nation border security agency that would likely facilitate implementation of the new policies and regulations facing the transportation industry. Part I deals with the nature of land-based trade between all 3 North American countries, Part II identifies some of the new regulations placed upon transportation of goods internationally, and Part III sets forth the parameters of the tri-nation border security agency and some specific legal issues raised by its inception.
