Abstract
This article focuses on the Winnipeg Fleet Management Agency (WFMA) in Manitoba, Canada. Established as a Special Operating Agency (SOA), the WFMA is directed at promoting a more affordable and effective civic government. The WFMA adopted a new business model concept which involves these key aspects: 1) operate a newer reliable fleet, 2) manage all purchases, maintenance and disposal from one central hub, and 3) utilize concrete data to manage fleet operations. The key operating principle under which the WFMA operates is the life cycle cost management (LCCM) concept. With this procurement methodology, fleet managers make financial decisions by considering all vehicle costs over the life of the vehicle. Through the LCCM, strategic guidance is provided in vehicle procurement, tracking and assessment of repair and maintenance costs and fuel services, and optimization of each vehicle’s residual value. The article concludes with a discussion of the benefits involved in using LCCM, including cost savings to city departments as well as taxpayers.
