Abstract
Das Ziel der vorliegenden empirischen Erhebung besteht in der Sichtung psychologischer und paedagogischer Interventionsangebote fuer verkehrsauffaellige Kraftfahrer ausserhalb des gesetzlich geregelten Bereichs und einer Abschaetzung ihrer Bedeutung im Gesamtsystem der Kraftfahrerrehabilitation in Deutschland. Auf der Basis von Wirksamkeitsuntersuchungen bestehender Ansaetze und den Ergebnissen der durchgefuehrten Studie werden Vorschlaege zur Qualitaetssicherung zusammengestellt. Hierzu wurden im Jahre 2003 bundesweit Mitarbeiter von Verkehrsbehoerden kontaktiert und gebeten, die in ihrem Zustaendigkeitsbereich angebotenen Massnahmen zu benennen. An der Untersuchung nahmen insgesamt 285 Anbieter teil, die einen Fragebogen ausfuellten oder Informationsmaterial uebersandten. Die Befragung wurde ergaenzt durch die Auswertung von Beratungs- und Therapieangeboten im Internet. Insgesamt ist festzustellen, dass ausserhalb des gesetzlich geregelten Bereichs Angebote fuer verkehrsauffaellige Kraftfahrer gemacht werden: - die sich gegenueber umfassenden Beratungs- und Therapiemassnahmen fuer Menschen mit Missbrauchs-/Suchtproblematik nur schwer abgrenzen lassen, - die bezueglich Interventionszielen und eingesetzter Methoden kaum standardisiert und - die im Hinblick auf den formalen Ablauf (Dauer, Anzahl der Sitzungen etc.) nicht von vorne herein festgelegt sind. Die Ergebnisse der Untersuchung sowie ein internationaler Vergleich der Rehabilitationssysteme in Europa, USA, Kanada und Australien zeigen, dass qualitaetssichernde Massnahmen ausserhalb des gesetzlich geregelten Bereichs Regelungen zur Qualifikation der Mitarbeiter, zu deren Weiterbildung und Supervision, zur Qualitaet der diagnostischen Verfahren und eingesetzten Interventionsmethoden, zur Dokumentation der durchgefuehrten Beratungen/Therapien sowie zu Mindestanforderungen bezueglich der Ueberpruefung des Erfolgs umfassen sollten. Darueber hinaus wird aufgezeigt, an welchen Schnittstellen verkehrsauffaellige Kraftfahrer fruehzeitig ueber moegliche und notwendige Rehabilitationsmassnahmen informiert werden koennen. (A) ABSTRACT IN ENGLISH: The objective of the present empirical research was to look out for psychological and educational treatments beyond the scope of measures regulated by German traffic laws and regulations and furthermore to evaluate their relevance within the general system of rehabilitation measures for traffic offenders in Germany. Recommendations for quality assurance are made on basis of effectiveness studies on existing approaches and the results of the present research. In 2003 the administrative personnel of driving licence offices was contacted nation-wide and requested to list all known measures offered within their jurisdiction. 285 service providers of such measures took part in this survey and completed a questionnaire or sent informational material. An additional examination of counselling and therapy measures found on the internet was conducted. To summarize there exist treatments for the rehabilitation of traffic offenders beyond the scope of measures regulated by German laws and regulations that: - can barely be distinguished from counselling and therapy measures for people with substance abuse or a dependency, - are hardly standardized concerning goals and methods of therapy and - with regard to the formal treatment progress (duration, number of sessions etc.) there is no predetermination right from the beginning. The research results as well as an international comparison of rehabilitation systems across Europe, USA, Canada and Australia indicate that quality assurance steps for measures beyond the scope of measures regulated by German traffic laws and regulations should cover arrangements on the qualification of employees, their training and supervision, on the quality of the diagnostic methods and on employed intervention methods, on the documentation of the counselling / therapy carried out as well as regulation on minimum requirements concerning the examination of effectiveness. Furthermore this research points out, at which steps of the administrative process the traffic offender could be informed early enough on possible and necessary rehabilitation measures.
