Abstract
Union Pacific and Burlington Northern Sante Fe are planning to raise their freight tariffs by an average of 13%. Rail freight rates in North America and Canada are the lowest in the world and have been falling since deregulation in 1980. The low rates have been achieved by changes in the role of the North American rail operators. The major railways are increasingly acting as transport wholesalers and much of the low-density network has been abandoned or sold to short-line operators. Costs have been transferred to shippers and suppliers. Savings have also come from technical improvements. Heavier axleloads have allowed the maximum wagon capacity to be increased. Railways have developed specialised wagons and increased wagon leasing. Employee numbers have decreased and higher quality rail, improved lubrication and maintenance practices have been introduced. The economic problems associated with short-term policies are discussed.
