An official with the Canadian Air Transportation Security Authority (CATSA) explains Canada's approach to security at airports. Created after the events of Sept. 11, 2001, it is part of a comprehensive $1.8 billion package over five years. CATSA is a Crown corporation that reports to Parliament through the Minister of Transport and is run by an 11-member board, whose members include airline industry and airport operator representatives. It has six major areas of responsibility, pre-boarding passenger screening, explosive detection systems, contracting for in-flight policing, screening non-passengers entering the airport, and supplemental airport policing services. Describes three stages of security, predictive, proactive and reactive. A common metaphor for everyday activities is that of an onion, a series of layers, with each protecting the next one farther down until you arrive at the core. Among elements of the program are extensive training and testing of employees and data collection to improve efficiencies.
