Abstract
This article discusses the implementation of a payment-by-cellular telephone automobile parking system in Vancouver, Canada. Acquiring wireless hand-held units for its 100 parking enforcement officers (PEO) in 2000, the city’s Parking and Enforcement division’s use of pay-by-cell allowed for a high level of synergistic cooperation between technological modalities. As a result of these efficiencies, the city was able to collect roughly S$40 million from parking management in the year 2006. This system has saved the city a great deal of cost due to the absence of publicly-accessible infrastructure such as parking meters, which cost about $200 per year in maintenance and about $1,000 for a new meter head. The city has recorded 1,500 phone transactions per day and has found that there are fewer violations under the new system than with conventional metering.
