Abstract
En primer lugar se expone que una Auditoria de Seguridad Vial (ASV) es un procedimiento en el que un auditor independiente y cualificado comprueba las condiciones de seguridad de un proyecto de carretera nueva, de una carretera existente o de cualquier proyecto que pueda afectar a la via o a los usuarios, siempre teniendo como objetivos: asegurar que todas las vias operen en sus maximas condiciones de seguridad; minimizar la posibilidad de aparicion de situaciones de riesgo que puedan implicar accidentes; y reducir los costes. Entre los requisitos se encuentran: equipo auditor pluridisciplinar, imparcialidad del equipo auditor, claridad en la asignacion de responsabilidades, etc.; mientras que los actores implicados son: el cliente, el equipo encargado del diseno y el equipo auditor. Asimismo se detallan los aspectos de la seguridad que es necesario comprobar en cada una de las etapas: viabilidad, diseno preliminar, diseno de detalles y preapertura. Ademas, se incluyen las experiencias de los paises mas avanzados en este campo, tales como Reino Unido, Australia, Nueva Zelanda, Dinamarca y Canada. Finalmente se pone de manifiesto la aplicacion de las ASV en carreteras en servicio, concebido en algunos paises como una ultima etapa en el proceso global de auditoria, y sus aspectos economico y legales.
