This article examines the methods in which the City of Toronto in Ontario, Canada used to carry out its Clean Roads to Clean Air initiative. The main concern was the health-related issues due to invisible fine particulate matter. Using a specially developed sweeper testing protocol, city officials carried out tests to confirm that the new technology street sweepers did in fact reduce the levels of fine particulate matter and other pollutants, and did not just blow them into the air. A performance standard incorporated into the city's sweeper purchase requirements helped the city in demonstrating that the new technology street sweepers cleaned both the road and the surrounding air, without causing pollution to adjacent streets and air.
