Abstract
This article describes the financial and social benefits mobile technology has had on the parking atmosphere in the small Canadian town of White Rock, British Columbia. The seaside family destination, whose 18,000 person population and annual operating budget of $400,000 seems to make it an unlikely candidate for advanced mobile parking enforcement, but the town has seen its parking revenue skyrocket from $240,000 in 1991, to $2.4 million in 2003 with the help of the technology. The mobile system, which is operates through a contract with TicketManager, has also allowed the town to oversee parking and violations without increasing staffing. The town also plans to expand the range of wireless technology to include enforcement of all city ordinances, and integrate a pay-by-cell phone parking system as well.

Full frame distilled prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one teacher head, not a consensus.
