Abstract
This article describes the history of salting winter roadways throughout the North American snowbelt beginning after World War II, and how Canada took a different route than its neighbor to the south. Despite a Transportation Research Board (TRB) decision that using salt on U.S. highways was less environmentally harmful than calcium magnesium acetate, a popular alternative, Ottawa came to a different conclusion. Environment Canada came up with the same environmental concerns as TRB, but came to the opposite conclusion—throwing salt-using roadway agencies and salt producers into chaos. The author reports how the struggle was resolved eventually, and how Environment Canada is pushing successfully for sensible salting practices by encouraging local agencies to set their own priorities and make the best use of taxpayer resources.
