Abstract
Since September 11, railroads have been changing their Web site operations with the goal of making them more secure from external threats such as terrorism. Canadian Pacific Railway and Burlington Northern Santa Fe limited public access to applications for tracing shipments via the Web. The railroads began requiring users to register on-line before they could access data on shipment locations. Also after Sept. 11, CSX Transportation suppressed all tracing data for certain shipments. For some time, CSX has required users to register and then created user profiles, making it possible to limit access to information and to monitor who uses what elements of the site.
