The new Woodrow Wilson Bridge replaces an undersized and aging bridge that carries more than 200,000 vehicles a day across the Potomac River in the Washington, D.C area. This article describes the mammoth project to get the foundation piles driven and footings constructed for the new bridge. The project presented many challenges, including restricted pile-driving hours, monitoring of the existing bridge, limited hauling routes and times, as well as significant environmental scrutiny and public interest. In addition, there were unique technical criteria. All piles were to be driven to a set tip elevation, not a specified bearing capacity, and all piles were to be driven in one piece. A diverse mix of equipment in both on-shore and offshore applications was required to complete the work. Through good coordination among all parties and intelligent application of lessons learned from previous projects, the foundations were competed within budget, on time, and with minimal community and environmental impacts.
