Abstract
South Africa's 1998 National Water Act created a progressive framework for water management in the country that promoted equitable and sustainable use of water resources. The Act set out to repeal the discriminatory water policies of the apartheid era, which restricted access and allocation of water resources to black and Coloured South Africans. This was to be achieved via public participation and decentralized decision-making at the catchment level, through catchment management agencies. These bodies are supported by public forums, intended to initiate participation and identify key stakeholders. This process, similar to that of other countries, however, has yielded only marginal success and the reality of climate change is putting additional pressure on water resource decisions. This paper reflects the author's work on water governance in both South Africa and Canada.
