Abstract
This article is devoted to an attempt of Russian Government to solve the agrarian problem in the Baltic provinces after the abolition there the serfdom in the first quarter of the XIX century. The concrete terms of landless abolition of the peasants are shown and analyzed in the article, and the consequences of this process for further development of agriculture in Baltic provinces and also the influence on the abolition of the serfdom in Russia, in whole, are exposed.
