Abstract
With commercial aviation showing signs of growing again, the ICAO 11th Air Navigation Conference in Montreal, CN, emphasized the need to continue to improve the efficiency of how airspace is used. Performance measures were recommended for a variety of elements, but especially for air traffic management systems, including meteorological services and search and rescue. Better harmonization among different air traffic control regions is also important. The electromagnetic spectrum for aeronautical purposes needs to be used to its best advantage, especially by developing guidance on control of interference. Military airspace should be opened up to more civilian space and GNSS navigation capabilities, such as the system on the approach to Cape Town, South Africa, will play an important role. There also need to be strong measures of quality and quality assurance in air traffic control systems and information and data.
