Abstract
The article analyzes the problems of preschool education in a changing legal landscape, caused by deficiency of preschool institutions, increasing the share of extrabudgetary funding sources, the transition to a normative per capita financing and the new wage system, the introduction of new Federal State Educational Standard, the change of the status of preschool institutions, and others. The analysis is based on the results obtained in the framework of the research project «“Taganrog-2” a Quarter of a Century Later».
